Pilot Tracks Audit Checklist
The Pilot Tracks Audit Checklist is based on the following procedures: Pilot Operations, Transport Operations and Pilot Embarkation and Disembarkation.
Objective of Tracks Audit: The objective of this audit is to determine that best-practice and standards are being used in the pilot boat transport and pilotage operations, in accordance with TTPA standards and hence, international practice. The audit aims to identify areas of improvement to continuously improve TTPA’s safety margin.
Verify: Compliance and Notes/Observations/Evidence
Prior to leaving berth Yes No Notes
Emergency Equipment stowed on pilot boat.
Visual checks of boat conducted by crew prior to departing.
Ropes, if present, are properly stowed.
Decks of pilot boat clear and free from obstruction.
Launch Captain ensures that all persons on board are donned in required PPE.
Pilot donned in required PPE- lifejacket, slip resistant shoes, optional helmet.
Pilot donned in approved pilot uniform/company branded polo.
Both Launch Captain and Sailor/Bowman present.
Launch Captain in command and control of pilot boat.
Sailor/Bowman assists Captain as required.
Sailor/Bowman acts as lookout.
Approaching Ship
Launch Captain or pilot establishes contact with the ship.
Launch Captain or pilot establishes position of the ship.
Launch Captain communicates with pilot and Master of the vessel
regarding course and speed for pilot transfer.
Launch Captain advises ship on pilot ladder and transfer arrangements.
Pilot requests of the Master confirmation that the ladder is rigged as per IMO and SOLAS regulations.
Pilot Embarkation
Seaward side of vessel used to transition from cabin to ladder.
Decision made between Launch Captain and pilot as to whether the pilot boat should
remain alongside or not during pilot transfer.
Pilot boarding arrangement observed by pilot and sailor/bowman.
Pilot conducts safety assessment of means of embarkation & disembarkation
for e.g. and not limited to presence of OOW.
Sailor confirms that pilot left the vessel and is safely on the ladder.
Aboard Ship
Detailed Pilot/Master Exchange conducted as per guidance on Pilots’ App but not limited to these items.
Pilot/Master Exchange/Communication remains continuous during pilotage.
Vessel’s master declares vessel’s draft.
Maneuver strategy/plan discussed between pilot and master
Communication with tugboats established with respect to position and making fast.
Tugboats advised by pilot and updated as required.
Regular communication is maintained with the master, crew, tugboats
and port using standard and clear instructions.
Upon completion of passage, pilot informs Master of intention to depart vessel.
Pilot Master Exchange Card is completed and submitted.
Before leaving bridge for departure, Pilot gave directions to Master on passage
e.g. presence of traffic, navigational hazards, environmental hazards.
Pilot Disembarkation
Launch Captain confirms transfer arrangements to disembark with the ship.
Sailor/Bowman observes ladder before disembarkation.
Sailor/Bowman on stand-by to assist the pilot on disembarkation if required.
Return to cabin made by safest route.
All personnel safely in cabin before Launch Captain leaves the lee of the ship.
